Il appelle également, notamment, à renforcer le cadrage juridique, à poursuivre les efforts menés dans l’identification de ces milieux afin de disposer d’une connaissance actualisée et exhaustive du sujet, à renforcer leur prise en compte dans l’aménagement des territoires et à la prise en main de ces enjeux par les acteurs territoriaux et notamment les collectivités, à faire des terres d’eau des zones ressources pour une agriculture écologique, avec l’expérimentation des paiements pour services environnementaux (PSE), la mise en œuvre de marques de qualité pour les produits, ... À partir de cet état des lieux complet et des pistes proposées, plusieurs chantiers vont être ouverts pour mettre réellement en œuvre une action ambitieuse et cohérente en faveur de la reconquête des milieux humides. Ce rapport sera ainsi l’un des fondements du prochain Plan national en faveur des milieux humides. Title A name given to the resource Étude des herbiers à phanérogames marines à Mayotte Description An account of the resource L’archipel des Comores, situé dans la partie Nord du canal du Mozambique, entre 11°20’ et 13°04’ de latitude Sud et 43°11’ et 45°19’ de longitude Est, est formé de quatre îles d’origine volcanique. Mayotte, collectivité départementale française, est l’île la plus orientale de cet archipel. Elle abrite un complexe récifo-lagonaire de 1500 km2, véritable réservoir de biodiversité. Ce complexe intègre des récifs frangeants et barrières parsemés de communautés à phanérogames marines. Cet écosystème, véritable pilier du récif par ses fonctions dans le maintien des équilibres biologiques et physiques du littoral, est soumis à de fortes pressions naturelles et anthropiques. L’objectif de cette étude était de caractériser, quantifier et spatialiser les communautés d’herbiers au sein du récif frangeant et barrière. Cette étude a permis de mettre en évidence une surface de 760 hectares d’herbiers à Mayotte. Ces zones d’herbiers présentent un taux de recouvrement faible et une morphologie discontinue. Cependant la biodiversité des phanérogames marines est remarquable. L’association de la télédétection, des Systèmes d’Information Géographique et des méthodes de quantification écologique a permis de rendre compte de l’état des lieux de cet écosystème sur Mayotte, site privilégié pour l’alimentation et la reproduction des tortues marines. Cette première étude met en évidence l’influence de la qualité de l’eau et des conditions hydrodynamiques sur l’écosystème des herbiers marins. La visualisation des résultats fait part de l’état d’avancement de l’urbanisation sur la côte Nord Est de la Grande Terre de Mayotte et de ses impacts sur cet écosystème fragile. La prise en compte des résultats, directement intégrable au Système d’Information Géographique de Mayotte, initie ainsi l’élaboration d’un suivi environnemental fiable et l’appréhension d’une gestion durable de ces ressources marines.
