Il s’agit d’un secteur fondamental pour l’île dans la mesure où l’anse constitue le seul site naturel permettant une approche aisée et un accostage aux bateaux d’une certaine taille. Le but est de concevoir un aménagement intégré de la zone qui puisse associer la réalisation d’un abri portuaire (de type petite marina permettant un abri et un accostage facilité aux petites embarcations de pêche ou de plaisance fréquentant le site) et la conception d’un programme de confortation du rivage, puisque des traces d’une érosion assez significative peuvent être observées à proximité immédiate du wharf et au pied des habitations bordant la côte. Second objectif du programme ciblé sur l’île de Futuna pour l’année 2005, une expertise sera réalisée par le LGPMC de l’UNC sur le secteur littoral de Vele. Cette zone doit faire l’objet d’aménagements littoraux significatifs liés au programme d’extension de la piste de l’aéroport. L’expertise conseil à réaliser caractérisera les tendances géomorphologiques évolutives et hydrodynamiques du littoral. Elle aura pour finalité d’apporter une aide technique au Territoire des Îles Wallis et Futuna et à ses services techniques en matière de génie civil côtier et d’aide à la décision. Les dangers d’une telle pratique ont été reconnus et dénoncés sur de très nombreux littoraux de l’espace Pacifique et la généralisation de cette pratique à Wallis a interpellé les responsables techniques et les décideurs politiques du Territoire. En effet, de tels emprunts nuisent gravement à la stabilité du linéaire côtier en déclenchant ou en accentuant des évolutions érosives. Les plages ont tendance à régresser, voire à disparaître, mais les contraintes économiques, d’une part, et les tensions sur l’offre en granulats sableux indispensables à la construction, d’autre part, rendent le problème difficile à résoudre. Plusieurs possibilités ont été évoquées pour mettre à la disposition des utilisateurs des granulats sableux : importation de granulats, concassage de roches locales, emprunts de granulats marins. Chacune de ces possibilités fait l’objet d’études plus ou moins avancées qui permettront en fin de cycle aux décideurs locaux de choisir, sur la base scientifique rigoureuse, l’option qui leur paraîtra la plus satisfaisante. L’impulsion donnée à l’échelle planétaire lors du sommet des Nations Unies sur l’Environnement et le Développement de Rio en 1992, a révélé toute la pertinence de la gestion de la zone côtière en l’inscrivant dans une optique de durabilité, succédant ainsi au concept de protection de l’environnement des années 70.\r\nLa conférence des Nations Unies à la Barbade en 1994 sur le Développement durable des petits Etats insulaires a renforcé l’interventionnisme des grandes organisations mondiales, dans la protection de l’environnement et ce à toutes les échelles spatiales. L’ensemble des traités qui ont par la suite vu le jour vise à infléchir les politiques des Etats vers une plus grande rationalité environnementale. Ils promeuvent également une implication des communautés villageoises dans la gestion de leur espace vécu. Les Etats tendent à y perdre une partie de leur souveraineté au profit d’entités supranationales et de structures locales.\r\nCette réorganisation des pouvoirs nécessite une plus grande intégration par ailleurs caractéristique de la gestion de la zone côtière et qui en fait à la fois la force mais également la difficulté. Elle permet de mieux appréhender un système socio-spatial complexe aussi bien aux échelles régionale, nationale que locale.\r\nSe pose alors la question des effets pervers occasionnés par l’uniformisation des pratiques que peut engendrer la mondialisation des politiques de gestion environnementale. Les initiatives prises par les pays de la région de l’ouest de l’océan Indien et en particulier à la Réunion révèlent les difficultés relatives à l’intégration.
