Irrespective, the ‘tragedy of the commons’ is an increasing reality for more than 500 millionpeople that rely on the biodiversity resources and services of tropical coral reefs, mangrove forests, sea-\r\ngrass beds and associated fisheries. These natural resources continue to decline despite major advances in our scientific understanding of how ecosystems and human populations interact, and the application of considerable conservation and management efforts at scales from local user communities to oceans.\r\nGreater effort will be required to avert increasing damage from over-exploitation, pollution and global climate change; all deriving from increasing exploitation driven by poverty and progress i.e. continuing to expand development indefinitely and extraction of resources at industrial scales. However, the ‘trag-edy’ concept has been widely criticized as a simple metaphor for a much larger set of problems and solutions. We argue that the ‘tragedy’ is essentially real and will continue to threaten the lives of millions of people unless there are some major moral and policy shifts to reverse increasing damage to coastal habitats and resources. We agree with the conclusion by Hardin that the solution to the tragedy will not be through the application of natural sciences, but via implementing exceedingly difficult and controversial moral decisions. An extreme example of a moral and controversial direction suggested by Hardin was in re-examining the ‘freedom to breed’ as an inherent human value. Une contamination ubiquiste de divers organismes majeurs des réseaux trophiques récifaux a été mise en évidence même dans des biotopes reculés comme certains atolls des Tuamotu où les activités agricoles sont très réduites voire inexistantes. La présence d’insecticides organochlorés, en particulier du lindane est quasi permanente. Particulièrement préoccupante est la présence généralisée de chlordécone dans tous les types d’organismes analysés, notamment dans les poissons, qui constituent une part importante de la nourriture des populations locales. Par ailleurs, nos recherches montrent une contamination étendue des organismes des réseaux trophiques récifaux par les herbicides dérivés de l’acide trichloracétique, des dérivés des triazines et par le diuron, une urée substituée. Cette contamination est inquiétante pour la santé future des écosystèmes coralliens et leur fonctionnement, tout particulièrement pour les coraux hermatypiques fortement dépendants de leur symbiose avec les zooxanthelles, Dinoflagellés du genre Symbiodinium. Les \r\nobjectifs de l’initiative visaient :\r\n•\t l’amélioration de la connaissance de la biodiversité, \r\nde  l’état  et  du  fonctionnement  des  écosystèmes \r\ncoralliens ;\r\n•\t la  réalisation  d’opérations  de  protection  et  de \r\ngestion des écosystèmes coralliens  à une échelle \r\nsignificative ;\r\n•\t la valorisation du potentiel économique reposant \r\nsur  les  valeurs  d’usage  et  la  biodiversité  des \r\nécosystèmes coralliens ;\r\n•\t la  diffusion  de  l’information  et  des  savoirs,  le \r\nrenforcement  des  capacités  et  l’animation  des \r\nréseaux locaux, nationaux et internationaux. \r\nLe programme s’est déroulé pendant 6 ans, de 2005 \r\nà 2010, sur plus de 17 pays impliqués à divers degrés, \r\nengageant  de  nombreux  partenaires  politiques, \r\nfinanciers et techniques. Le projet a pour objectifs de : \r\n- Compléter les données acquises sur la biodiversité des écosystèmes coralliens à travers des inventaires associés à une base de données (BD) et une base d’informations géographiques (SIG),\r\n- Faire une cartographie des habitats pour définir les zones de conservation prioritaires. \r\n- Etablir un état de santé des récifs coralliens (benthos, poissons) et rechercher des indicateurs  potentiels de perturbation pour un suivi optimisé sur le long terme  dans le cadre du GCRMN (Global Coral Reef Monitoring Network).\r\n\r\nCe projet a permis la mise en place des stations de suivi des récifs coralliens (GCRMN et Biodiversité/Reefcheck) sur la quasi-totalité des îles Eparses (Europa, Glorieuses, Juan de Nova).\r\n\r\nUn travail de création de base donnée associée au suivi de ces stations est en cours à l’IRD. Malgré les programmes scientifiques développés depuis une dizaine \r\nd’année, les enjeux de connaissance terrestre et marin restent considérables : \r\ninventaires d’espèces exhaustifs, étude de la mangrove primaire, identification \r\ndes habitats marins, spatialisation de ces habitats, évaluation de l’état de santé du \r\nmilieu et de son évolution, etc. Cette étude centrée sur Europa, a pour objectif de \r\ncaractériser les habitats marins et les pressions/menaces afin de disposer d’une \r\nmeilleure vision de la biodiversité marine et d’apporter des éléments pertinents \r\npour les gestionnaires et pour la création d’une Réserve Naturelle Nationale. \r\nL’utilisation des données de vérité terrain combinées à la télédétection et l’indice \r\nde similarité de Bray-Curtis nous a permis de caractériser 70 habitats pour une \r\nsurface récifale de seulement 17 km². 21 habitats remarquables ont été identifiés \r\ngrâce à la méthodologie ZNIEFF, et 43 habitats ont été cartographiés grâce à \r\nl’utilisation d’images Quickbird, aux produits LITTO3D et aux données de vérité \r\nterrain issues du programme IRD BIORECIE (BIOdiversité RECifale des Iles \r\nEparses). Ceci met ainsi en évidence la forte hétérogénéité des habitats marins de \r\nl’île : la zone nord du platier et lagon présentent la diversité d’habitats la plus \r\nimportante de l’île. L’étude de la résilience révèle une importante capacité des \r\nrécifs d’Europa à retrouver un état de santé proche d’avant une perturbation. Les \r\npressions naturelles et anthropiques s’exerçant sur les écosystèmes marins ont \r\nété identifiées dans la perspective de proposer des mesures de gestion \r\npertinentes.
