Cet évènement, qui a permis de regrouper des gestionnaires, des représentants d'associations de l'environnement et de bureaux d'études ainsi que des scientifiques des organismes de recherche, s’est déroulé en présentiel et distanciel du 8 au 10 avril 2025 à Saint-Pierre (La Réunion) dans les locaux de la Préfecture des TAAF. \r\nUne trentaine de participants étaient présents à l’atelier du 8 avril 2025, entièrement dédiée à la gestion et préservation durable des herbiers de l’océan Indien. \r\nLa journée a débuté par un état des lieux général sur la situation écologique des herbiers à l’échelle de ces territoires ainsi qu’à l’expression des problématiques et besoins de gestion. Il en ressort une volonté de renforcer et pérenniser la surveillance les herbiers de ces territoires, notamment au vu de la situation très dégradée et au déclin de cet écosystème exposé à de multiples pressions dans les territoires anthropisés. Les chemins de drague permettaient aux excavatrices et pelleteuses d'avancer dans le lagon et d'extraire la \"soupe de corail\". L'extraction terminée, généralement au plus près des besoins en matériaux, le site était abandonné. Ces anciennes zones d'extraction de matériaux coralliens sont toujours présentes avec les dégradations qu'elles continuent de provoquer dans le voisinage avec la remise en suspension des fines qui empêchent et gênent la recolonisation et la croissance des coraux. Sans compter l'aspect inesthétique de ces zones dans une île ou le tourisme est une activité essentielle. C'est ainsi que 18 \"chancres\" frangeants existent toujours sur les 73 kilomètres de rivages bordant le lagon.\r\nCommandée par IFRECOR-Polynésie en vue d'une réhabilitation-restauration de quelques-uns de ces sites, une étude plus précise de plans de restauration a été réalisée dans deux sites sélectionnés pour diverses raisons. Conformément, la France et les Etats-Unis ont chacun développé au fil du temps un cadre juridique complexe pour assurer la restauration de ces écosystèmes à la suite d’impacts environnementaux. Ce cadre complète la loi de responsabilité civile, qui n'est pas adaptée pour fournir une compensation pour les pertes de services écosystémiques non-marchands.\r\nLes Etats-Unis ont été précurseurs dans les efforts de compensation pour ces deux catégories d'impacts (ex-ante et ex-post). La France, de concert avec l'Union européenne, a récemment porté plus d'attention à ces questions et a rapidement développé son cadre juridique.
