Les dangers d’une telle pratique ont été reconnus et dénoncés sur de très nombreux littoraux de l’espace Pacifique et la généralisation de cette pratique à Wallis a interpellé les responsables techniques et les décideurs politiques du Territoire. En effet, de tels emprunts nuisent gravement à la stabilité du linéaire côtier en déclenchant ou en accentuant des évolutions érosives. Les plages ont tendance à régresser, voire à disparaître, mais les contraintes économiques, d’une part, et les tensions sur l’offre en granulats sableux indispensables à la construction, d’autre part, rendent le problème difficile à résoudre. Plusieurs possibilités ont été évoquées pour mettre à la disposition des utilisateurs des granulats sableux : importation de granulats, concassage de roches locales, emprunts de granulats marins. Chacune de ces possibilités fait l’objet d’études plus ou moins avancées qui permettront en fin de cycle aux décideurs locaux de choisir, sur la base scientifique rigoureuse, l’option qui leur paraîtra la plus satisfaisante. Ce plan de gestion comprendra obligatoirement un volet sur le suivi des milieux naturels, permettant d’identifier les dégradations éventuelles du bien.\r\nLe comité local de l’IFRECOR, sur proposition du groupe technique, a souhaité que l’identification du dispositif de suivi soit conduite de manière homogène et cohérente sur l’ensemble du territoire. Il a donc été proposé de confier à l’IRD la tâche d’identifier des sites de suivi représentatifs de la très grande diversité des récifs coralliens de Nouvelle-Calédonie. Cette expertise s’appuie sur un jeu d’images satellitaires couvrant l’ensemble des récifs de la Nouvelle-Calédonie. Les sites comprendront trois types de milieux naturels : des zones coralliennes (appelés parfois par la suite « sites corail »), des herbiers et des mangroves. Les sites couvriront l’ensemble des zones proposées à l’inscription au patrimoine mondial.\r\nCe rapport s’articule en trois parties. La première partie, intitulée « Matériels et méthodes », explique les principes utilisés pour effectuer le choix des sites à partir d’images de télédétection. La deuxième partie fournit les résultats, à savoir la liste des sites sélectionnés pour chacune des zones sélectionnées. Ce travail s’est appuyé sur la liste des habitats marins initiée par Dirberg et Ferry suite à l’expédition Madibenthos organisée par le Muséum National d'Histoire Naturelle (MNHN), en 2016, en Martinique. Des observations et vérifications ponctuelles, effectuées sur le terrain jusqu’en 2021 ont permis de consolider la typologie.\r\nLa structure hiérarchique des habitats repose sur la méthode normalisée de classification de l’Ifrecor qui a cependant été adaptée aux spécificités du territoire. La communication met l’accent sur les indicateurs économiques et sociaux qui, jusqu’à présent, ont été ignorés des gestionnaires du milieu, à la différence des indicateurs d’ordre écologique. Nous avons développé un itinéraire méthodologique en trois étapes : l’analyse du géo-éco-socio système récifal, l’identification des fonctions socio-économiques assurées par l’écosystème corallien et les valeurs qui s’y rattachent, la construction d’indicateurs de nature socio-économique venant en appui à la gestion intégrée du littoral.\r\nCes indicateurs ont été développés à dire d’experts pour répondre à une demande sociale potentielle. En effet, pour l’instant l’unique demande sociale formulée par les acteurs à l’égard des scientifiques, est très limitée et porte sur les indicateurs de gestion de crise environnementale.\r\nLa notion de demande sociale est donc à interroger dans le domaine environnemental : comment interpréter son absence ? Dépend-elle de l’offre des scientifiques ? Pourquoi privilégier les indicateurs de crise plutôt que de fonctionnement ?\r\nL’émergence d’une demande plus large apparaît liée à plusieurs conditions : que les représentations que les acteurs et les scientifiques se font du système à gérer se rapprochent ; que des relations régulières s’instaurent entre les deux parties pour aboutir à des co-constructions, d’abord en ce qui concerne la demande sociale puis l’offre d’indicateurs.
