Ce plan d’action comprend six axes : planifier pour prévenir, réduire les effets négatifs des activités humaines, connaître et comprendre pour gérer, informer et former pour modifier les comportements, développer les moyens d’action, développer les échanges et la coopération. Il identifie des actions de niveau national, des actions présentant un intérêt transversal et fédérateur à l’ensemble des collectivités d’outre-mer et des actions plus locales.\r\nLa surveillance de l’état de santé des récifs s’inscrit comme un préalable et une constante du plan d’action. La mise en place d’observatoires et de suivis des récifs coralliens dans les sept collectivités de l’outre-mer, la synthèse et la diffusion des résultats ont pour objectif de connaître, comprendre, alerter et orienter les mesures à prendre au niveau local, régional, national ou international. L’édition de ce rapport, rassemblant les données acquises grâce à la mobilisation des comités locaux de l’IFRECOR, est une étape significative. Cela résulte d’une part de leur large et intense usage dans l’agriculture, plus particulièrement des insecticides, dans les zones tropicales. Le ruissellement et le cycle de l’eau contribuent de façon majeure à cette pollution. D’une part, les fleuves ou les rivières côtières introduisent dans les eaux marines littorales non seulement leurs eaux contaminées mais aussi des sédiments surtout à l’état de matières en suspension, produits par l’érosion des sols, qui peuvent être particulièrement chargés en pesticides adsorbés. Les courants côtiers vont finir par amener ces contaminants dans les eaux récifales même si elles ne sont pas situées à proximité des zones estuariennes. Par ailleurs, l’érosion des sols dans des champs, qui parfois longent de très près le littoral, jouxtant les plages sur des côtes plates, peut lors de forts orages introduire directement ces eaux polluées dans les récifs frangeants par le jeu du ruissellement. Au cours de l’année 2000, Annie Aubanel et Bernard Salvat, tous deux membres du comité national de l’Initiative Française pour les Récifs Coralliens (IFRECOR), ont lancé le programme « Reef check » en Polynésie française. Actuellement, 8 stages ont déjà été organisés et 28 portions de récifs sont étudiées à Moorea, Tahiti et Bora Bora. Les 43 volontaires ayant assisté à ces formations étaient des directeurs d’association, des pêcheurs, des journalistes, des moniteurs de plongée, des collégiens ou encore des réceptionnistes… qui avaient tous compris l’importance de passer une demijournée par an dans l'eau à compter les poissons, les oursins, les coraux… qu’ils avaient appris à reconnaître. La méthode Reef Check a été élaborée afin que des personnes non scientifiques, n’ayant aucune connaissance sur le milieu marin puisse acquérir cette technique rapidement dans le but de faire des relevés de terrain et participer ainsi activement à la surveillance mondiale des récifs coralliens. Reef Check vise plusieurs objectifs :\r\n- Eduquer le public sur les menaces qui pèsent sur les récifs ; \r\n- Créer un réseau mondial de volontaires qui surveillent et récoltent des données sur l’état des récifs ; \r\n- Etudier au niveau scientifique les différents processus qui interviennent dans les récifs coralliens ; \r\n- Encourager la collaboration entre les différents gestionnaires de l’environnement marin (gouvernements, ONG, secteur privé...) ; \r\n- Stimuler les actions locales pour protéger ou réhabiliter les écosystèmes récifaux, avec des solutions durables. Reef Check se veut un programme volontaire de surveillance de l’état de santé des récifs, s’appuyant sur une démarche scientifique rigoureuse mais adaptée aux capacités des intervenants. Qu’ils soient issus du milieu scientifique, des ONGs ou plus largement d’un public averti, quiconque peut participer à Reef Check.\r\nReef Check et Quiksilver, dans le cadre de l’opération « The Crossing », ont permis à des équipes de plongeurs/surfeurs d’explorer certains de ces récifs éloignés comme ce fut le cas pour l’île d’Europa en avril 2002. C’est à cette occasion que l’ARVAM entreprit de créer Reef Check Réunion. Le partenariat avec Quiksilver Foundation fut formalisé en 2003. Il a pour but la conduite d’un programme relatif à l’état de santé des récifs coralliens des spots de surf de la Réunion, en adéquation avec l’initiative internationale Reef Check du Programme des Nations Unies pour l’Environnement (PNUE).\r\nDepuis 2009, Reef Check Réunion est soutenu par la commune de Saint Paul qui a souhaité développé un réseau de suivi des récifs coralliens bordant les plages classées Pavillon Bleu.
