Toutefois, les textes ne sont pas appliqués et de nombreux pêcheurs sans statut, qui se définissent comme pêcheurs traditionnels et que l’administration qualifie de braconniers, opèrent régulièrement dans le lagon. La régulation de cette activité est l’un des principaux enjeux du projet de création d’une réserve naturelle prévue à court terme sur l’ensemble des zones récifales de l’île. La solution envisagée vise à une diminution drastique des pêcheurs, via des mesures de reconversion professionnelle, qui viendront en complément des mesures communément pratiquées que sont les zonages et la réglementation des usages. A la Réunion les récifs coralliens n’occupent que 12% du linéaire côtier total, mais leur importance pour l’activité économique de l’île et pour le bien être de ses habitants est sans commune mesure avec leur taille. Ce littoral récifal concentre en effet la quasi-totalité de l’activité balnéaire de l’île (La totalité des plages où la baignade est possible et autorisée, 70 % de la capacité d’accueil hôtelière). Comparé aux autres littoraux de l’île, la diversité des usages pratiqués par kilomètre de linéaire côtier est nettement supérieure. A l’évidence les récifs sont une interface qui attire et polarise les activités humaines. Cette fonction de polarisation vaut également pour les espèces marines qui utilisent le récif comme une nourricerie et comme un garde manger. Hormis cette fonction de polarisation, les récifs coralliens exercent également une fonction de filtre et une fonction d’enrichissement.\r\nLa première est de nature purement physique. Les récifs brisent l’énergie des vagues et de la houle évitant ainsi une érosion trop importante du littoral sédimentaire et autorisant des activités économiques dans la plaine littorale adjacente à la ligne de rivage.\r\nComme la polarisation, la fonction d’enrichissement présente une dimension écologique et anthropique. Les récifs enrichissent, en effet, le milieu océanique en flux larvaires et le milieu terrestre en produits de la pêche, et en flux d’images. La communication met l’accent sur les indicateurs économiques et sociaux qui, jusqu’à présent, ont été ignorés des gestionnaires du milieu, à la différence des indicateurs d’ordre écologique. Nous avons développé un itinéraire méthodologique en trois étapes : l’analyse du géo-éco-socio système récifal, l’identification des fonctions socio-économiques assurées par l’écosystème corallien et les valeurs qui s’y rattachent, la construction d’indicateurs de nature socio-économique venant en appui à la gestion intégrée du littoral.\r\nCes indicateurs ont été développés à dire d’experts pour répondre à une demande sociale potentielle. En effet, pour l’instant l’unique demande sociale formulée par les acteurs à l’égard des scientifiques, est très limitée et porte sur les indicateurs de gestion de crise environnementale.\r\nLa notion de demande sociale est donc à interroger dans le domaine environnemental : comment interpréter son absence ? Dépend-elle de l’offre des scientifiques ? Pourquoi privilégier les indicateurs de crise plutôt que de fonctionnement ?\r\nL’émergence d’une demande plus large apparaît liée à plusieurs conditions : que les représentations que les acteurs et les scientifiques se font du système à gérer se rapprochent ; que des relations régulières s’instaurent entre les deux parties pour aboutir à des co-constructions, d’abord en ce qui concerne la demande sociale puis l’offre d’indicateurs. Outre un enjeu écologique considérable, les récifs concentrent des enjeux socio-économiques qui prennent une importance prépondérante, principalement dans les milieux insulaires. Les activités anthropiques développées sur les littoraux récifaux, endommagent les ressources dont elles tirent profit. Cette situation alarmante nécessite de mettre en place et d’appliquer des politiques de gestion adaptées pour tendre vers un développement durable. L’objectif requis afin de réussir une telle entreprise est l’approfondissement et l’intégration de la connaissance du système littoral dans son fonctionnement socio-économique. Il s’agit de comprendre comment les hommes en relation avec l’espace naturel, construisent et consomment des espaces économiques et sociaux à travers les flux échangés. Pour mener à bien cette recherche, des outils méthodologiques développés en économie de l’environnement sont utilisés, auxquels sera associée toute une réflexion géographique. Le littoral récifal réunionnais représente un terrain tout à fait approprié pour une telle étude, de par les caractéristiques de ses constructions récifales et les pressions multiples et croissantes dont elles font l’objet. En plus de pratiques non durables et le changement climatique, les récifs coralliens, comme d'autres grands écosystèmes, sont également affectés par l'activité économique générale, soit en raison d'accidents (par exemple les échouements de navires et les déversements de produits chimiques) ou de développement économique (par exemple les ports, le transport maritime et l'infrastructure touristique).\r\nAfin de maintenir la santé et la présence de ces écosystèmes, la compensation ex-ante et ex-post de ces impacts est nécessaire. Conformément, la France et les Etats-Unis ont chacun développé au fil du temps un cadre juridique complexe pour assurer la restauration de ces écosystèmes à la suite d’impacts environnementaux. Ce cadre complète la loi de responsabilité civile, qui n'est pas adaptée pour fournir une compensation pour les pertes de services écosystémiques non-marchands.\r\nLes Etats-Unis ont été précurseurs dans les efforts de compensation pour ces deux catégories d'impacts (ex-ante et ex-post). La France, de concert avec l'Union européenne, a récemment porté plus d'attention à ces questions et a rapidement développé son cadre juridique.
